About ICUP 2027
ICUP 2027 is an International Scientific Conference dedicated to contemporary issues in urban planning and urban development. The conference aims to provide a platform for critical discussion and exchange between researchers, professionals, and policy-oriented perspectives, with a focus on the spatial dimensions of urban change. All submitted abstracts will be reviewed by the Scientific Committee for relevance and thematic fit. Authors of accepted abstracts will be invited to submit full papers, which will undergo double-blind peer review prior to publication in the conference proceedings.
The conference encourages contributions that engage with planning practice, policy frameworks, and spatial outcomes, fostering dialogue across disciplinary and professional boundaries.
ICUP 2027 Topics of Interest
The conference's main topic is HOUSING SYSTEMS, AFFORDABILITY AND SPATIAL JUSTICE. Urban housing has become one of the central challenges of contemporary cities, shaped by the interaction of planning systems, regulatory frameworks, and broader urban processes. Questions of affordability, access to housing, and the distribution of living conditions increasingly reflect the ways in which planning decisions influence urban development.
The main theme of ICUP 2027 focuses on the role of urban planning in shaping housing provision and its spatial and social outcomes. Particular attention is given to the relationship between planning frameworks and built realities, as well as to the ways in which housing conditions relate to urban inequality and everyday life. Within the main theme, contributions are welcomed in relation to the following thematic areas:
-
Housing Systems and Planning Frameworks
Urban planning approaches, governance models, and regulatory environments shaping housing development in contemporary cities. -
Affordability and Housing Provision

Housing and Living Conditions
Connections between housing, neighborhood context, and everyday urban life, including aspects of comfort, accessibility, and well-being. -
Housing in Diverse Urban Contexts
Housing-related challenges across different urban settings, including medium-sized cities, rapidly growing urban areas, and cities in transition.
General Track
In addition to the main thematic focus, ICUP 2027 welcomes contributions within a general track addressing broader topics in urban planning and urban studies.
The conference is organized by the Urban Planning Cluster as the main organizer, and the Faculty of Economics of the University of Niš, the Faculty of Architecture of the University of Belgrade, and the Faculty of Geography of the University of Belgrade as co-organizers.
